Exciting changes are underway in the Finnish gambling market. The draft regulation, released in July, sparked some debate due to its restrictive nature, especially regarding affiliate and social media marketing bans. Following a public consultation in August, where industry stakeholders flagged concerns, the government adjusted and is now in the final stages of drafting the law.
Finland’s Ministry of the Interior confirmed that the law will be sent to the European Commission (EC) by the end of this year. This is ahead of the original schedule, potentially leading to an earlier launch than the planned January 2027. Key decisions on whether commercial operators can offer horseracing betting, currently under a state monopoly, will be made soon.
With the possibility of the law being approved by mid-2025 and an earlier market launch on the horizon, Finland's gambling landscape is set for a transformation, opening new opportunities for operators.
